The Missile Defense Agency will re-compete its existing contract for Packaging, Handling, Storage, Maintenance and Transportation (PHSM&T) Support Services. This Sources Sought is to find the number of potential vendors with capability sets that match PHSM&T support requirements. This Sources Sought helps MDA determine the number of companies, and contacts, interested in submitting proposals for the formal solicitation.
The Missile Defense Agency requires safe, efficient and expeditious PHSM&T operational support. Missile Defense System equipment, hardware and property includes a diverse array of items including, but not limited to, launch vehicles and associated flight hardware, including ordnance components; ground support equipment; electrical power generators; non- tactical vehicles; and command, control, communications and battle management equipment.
The Contractor shall provide all management, personnel and supervision required to ensure success of the services contract. The following support requirements listed are the responsibility of the contractor. The Request for Proposal (RFP) will contain a detailed Performance Work Statement. Anticipated contract award is 2nd Quarter of Fiscal Year 2022. Support requirements include but are not limited to the following:
(a) Packaging and handling
(b) Facility monitoring, storage management and in-storage monitoring and maintenance of stored equipment and assets
(c) Inventory of stored MDS assets and Government Furnished Equipment issues/used for PHS&M operations
(d) Disposal support of excess equipment and material processing operations
(e) Intermediate and Depot Level Maintenance of handling and transportation equipment; vehicles; launch hardware; and, range equipment
(f) Basic maintenance of Vertical Launch System (VLS) Canisters
(g) Operation of vehicles and material moving equipment (transportation support)
(h) Customer support
(i) Records management and maintenance
(j) Administrative support
(k) Transportation Services, includes drivers transporting MDA personnel and executives in government furnished vehicles
(l) Ordnance storage
This is not a request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability of any costs incurred as a result of responding to this Sources Sought.
Because one objective of this Sources Sought is to determine the capability of small business to meet the requirements contained herein, and to inform the acquisition strategy with regard to setting aside any future acquisition for small businesses, MDA requests the following information:
– The prime small business contractor responding to this RFI must include their past experience in managing subcontractors on similar requirements, and if applicable, include subcontractor or teaming partner’s past experience applicable to requirements specified in this Sources Sought.
– Responsible small businesses planning teaming arrangements to meet the support requirements listed above are expected to articulating the portions of work that the prime small business intends to perform as well as articulate the portions that subcontractors or teaming partners (if applicable) will perform. Responses must include business size and business socio-economic category of all subcontractors or teaming partners identified to perform work associated with the NAICS for this Sources Sought.
